The firm is lead by three principals, Paul D. Fox, P.E., Wayne F. Holman, P.L.S., P.P., and Robert H. Fox, P.E., P.P.  

Paul D. Fox, P.E., President and Senior Project Engineer, joined the company in 1996.  His prior employment included extensive experience in environmental science and hazardous waste site remediation for both industry and government.  He currently provides municipal engineering services for the firm in addition to completing site design and planning work for private clients.  He is a Certified Municipal Engineer.

Wayne F. Holman, P.L.S. & P.P. began his career with Apgar Associates in 1963.  Since then hehas conducted or supervised hundreds of surveys of all types, performed construction surveys, designed subdivisions and site plans, and serves as Vice President of the firm.  Survey types include but not limited to As-built Surveys, SADC Surveys, ALTA Surveys, Topographic Surveys, Location Surveys, and Boundary Surveys. Additional survey services include stake-outs, set monuments and pins.

Robert Fox holds Bachelor of Science and Master of Science degrees from Rutgers University.  Prior to joining Apgar Associates in 1968 he was engaged in the planning, design, and construction supervision of a variety of civil engineering projects with two consulting firms, as well as the U.S. Soil Conservation Service.  During that time his most significant achievement was the design of a major hydroelectric facility, including six dams, for which he had full design responsibility. 

The principals are supported by a staff of engineers, designers, surveyors, drafters, technicians, and inspectors.   James O. Madsen, P.E., Senior Project Engineer, has twenty years experience with the firm.  Vincent J. Ruggiero, P.E., Senior Project Engineer, has more than twenty-five years experience with the firm.  Both of these engineers have had extensive experience in site planning and design, road design, stormwater management, on-site wastewater systems, as well as construction supervision and inspection. 

Survey Team - Jeff Holman, Ron Cappello together they have over 30 years surveying and field experience.  The two man crew uses Top Con Ranger's with the latest software.

AutoCad/Drafting Team - CAD team is made up of experienced autoCad drafters/operators utilizing the latest AutoDesk Civil 3D 2009 version of this powerful software suite.  This software allows for rapid civil engineering design along with rapid development of a 3 dimensional topographical surface of a project.
